Of you have clan members with their own parties, and set to defensive, they can often roam around and resolve issues. Bring then into an army and disband them around the settlement. Late game issues are horrid. Fuckers want 175 Sumpter horses or 31 tools or want you to deliver 300 sheep.

It's basically sort of an RPG mod with crafting guilds and such, and you can create villages (but like I said, it's all pretty basic), and you can build outposts
Basically what you do, is edit two files: settlements.xml and scene.xscene. I duplicate, for example, village named Montos, create new name and new village ID's, and do the same in scene.xscene file. I also edit village coordinates a little (so it would not be on top on old village). Save everything>Run MB.

The direct method of getting a settlement in Mount & Blade II: Bannerlord involves, as you can probably tell, using brute force to siege it and defeat its defenders. In order to do so, you'll first need to be at war with another faction. Getting someone to hate you enough is terribly simple, though.
